Default Just finished a motor swap, no crank, why is this ecu wire cut and wat do i do?

I bought a 95 hatchback shell, put a 1.6 vtec motor in it w/ the corresponding ECU. Went to start it and nothing, I mean nothing at all, no fuel pump priming, only dash lights coming on including CEL for a quick sec, battery is fully charged.fuses are good.

I then thought maybe it had a kill switch installed. Found a cut wire right where it plugs into the ECU. Did some research and discovered it was the Vtec solenoid wire.

Now 2 questions:

1. Why wont my motor crank/prime, I know the motor/ecu is good as I pulled it myself from a running parts car.

2. Where/how do I rehook up that wire. I can find the other end of the cut wire. first plug 2nd pin on the bottom row.(vtec solenoid)

if the full pump isn't priming is the main relay clicking over? could be the source of many a problem.
