Good lord.
But that looks like a jumper harness to me anyways. You can tell becuase the stock ecu plugs, plug into that box.
Replace it. OBD2b to OBD1 jumper.
EDIT- He didn't get into the cars harness did he? That looks like elctical tape.

Before you jump on the previous owner, he is only guilty of bad taste in conversion harnesses.
I have seen the same/similar harness on the market, and yes, it's covered in silicone just the one in the OP - probably to mask a poor hand soldering job.

ebay has cheap harnesses, but I have gone through 2 of them in the past. It is frustrating to try and diagnose an issue, only to find out one of the wires on the conversion harness broke off.
Instead of dealing with these issues as well as other issues I had wiring wise in the engine bay, I went ahead and bought a complete tucked Rywire harness.
If I didn't swap to a complete OBD1 harness, I would have purchased a Rywire conversion harness. I am sure they are better in quality compared to the "eBay" no name ones.

Bad taste? You mean....ghetto rigging method. That's one helluva crap job. Silicone DOES NOT go on wires or wire harnesses. And why would you need to solder a direct conversion plug harness? IDIOTS.

You seem to have missed the electrial tape on the cars harness. It's not there becuase it's looks good.

It could be worse, he could have cut and splice the OBD1 plugs right onto the OBD2 engine harness. I've see a couple of those homemade conversion harnesses now, the female plug is taken from a canalized ECU. The other one I saw was actually very well done.
