You have to pull the trim off, and line up the hole on the chassis (where the seatbelt bolt was) with the trim and mark it on the back of the plastic. Then remove and drill.

what i did was, drill a hole and then dremel it out to a circle and test fitted the bracket for the c pillar bar til it fits perfectly and it also depends how you want the bracket to face, upwards, downwards, to the side will determine how the hole gets cut accordingly.
