Default Idle Problems: d16y7 with JDM d15B block

So about a year ago my 98 sedan threw a rod through the block. The car has been sitting ever since asi have 3 other cars right now. LOL but anyway so i came across a JDM d15 block and me and a friend decided to get to work on it.

so we got everything back together with the new block and start it up. it runs but its idling crazy high ( anywhere between 2500 and 4000 ) and if i let it run for awhile it will start going up and down from like 3000 to 15oo over and over again until i kill it. we found that if i unplug the IACV (i think its the iacv anyways) the problem dissappears but still idles higher than it should.

do i need a new IACV?
