my daughter 1995 honda civic just had a new v-tech 94 engine with 105 miles on it put in it had new distributor, O2 sensor, fuel filter, catalytic converter, valve adjustments, re-wired. plugs & wires are okay on it.... it keeps idling high then low on its own and then it acts like it has no pick up and you can not go past 25 mph and poor gas mileage you have to step on the gas & break to keep it from stalling out. could it be the timing belt skip a tooth or is it something else?

Could be your tps is out of wack in one way or another. Maybe map sensor. Or even the iac could be stuck open or closed

Or your exhaust system is clogged. Maybe you need new CAT.

I'd say check the mechanical timing and go from there.

Also bleed the cooling system and click the IACV and FITV links in my signature.
