Default P0505 idle control system malfunction?

I got this code on a 98 honda civic, I changed the iacv but this did not fix the problem, can someone give me details on how to troubleshoot the problem because I need to smog this car thank you, also if its any help if I turn the idle all the way down on the throttlebody it still idles at like 800 and if I leave the idle all the way down it takes longer to throw the code like 2 days or so, but if the idle is a little higher it will throw the code with in a hour of driving.

search for 'idle surge', 'surging', etc

this will give you alot of ideas about idle issues and codes related to such. most of the things used to correct idle surge apply to situations like yours as well.
