IACV wiring on obd2b civic?

IACV wiring on obd2b civic?
A friend of mine has a 99 obd2b civic, swapped his IM for an obd1 civic and is trying to use an obd1 ecu. The only problem is he gets a CEL for the iacv. we looked at some diagrams online to try and solve this issue, but ht only obd2b diagram that we found was the one below posted by jdmlyfestyle, but it says to move B6 to empty b23 location. the only problem is B23 isnt empty, theres a wire there. any idea at what has to be done here?
