Default IACV AND VTEC

My vtec is not working n my 94 civic ex, im getting a code 1(o2 sensor) and 14(idle air control valve). I know my o2 sensor would not cause vtec to not work. But what about IACV? Would that cause a problem? I tested out my soleniod and it works fine. What else can i do?

How would my ecu go bad? My ecu has never been tampered with? Wouldnt I get a code 0 if it was faulty?
