How would I go around cleaning my spare tire area in my eg hatch back?
would a simple green do this job or what u guys suggest?

you could also paint the bare metal areas or wire brush the rust off (cant tell if its from the tire) and paint that to prevent it from rusting more.... then wax it

get ahold of condenser cleaner
scrub it real good...
but look at which kind you buy some are really acidic i used it on the sprocket on my rm 125 and it turned it black... i think its a reaction with aluminum i dont think it would do that with paint but it will clean it SERIOUSLY...

it's covered by carpet and a tire, unless this is a stripped show car there's not much point wasting the time/effort in doing anything more than wiping it down with some simple green.

why not want it clean??? its his car... paying for paint might be a little much but making it look like new isnt a bad thing...
