how do i fix this?....
i just picked up a head for almost nothing its a b18c1 head froma 95 integra its empty and its gonna be a project for me... but the upper right bolt that goes into the head whichholds the valve cover down and the plug wire cover is snapped off there is about 1/2 of it missing with the valve cover on the head the broken part comes flush with where the top of the seal is..how do i fix this and does anyone know how much it will cost?

get an "Easy out". Just drill a small hole into the top of the bolt, and the easy out will pull it right out. Or just take it to a shop, probably do it for 10 bucks.

next to nothing=traded a set of 13 inch steelies with newer tiger paw crappy tires 
i got the stock gsr cams and gears with it but im not gonna use them it came with everything except parts i would normaly upgrade anyways all i need is cams,gears,retainers,springs,valves and valve giudes then just all new seals and a bolt thats broken off in the head

It sound like you are descibing the valve cover stud that's broken flush with the valve cover. #19 in the pic.
If that's right, just grab it with some vice grips and take it out. A new one is $7.41.
