unless its chipped to not need o2, you gotta have them. then check the basic maintenance stuff and timing.

should be a 10 gallon tank. atleast thats what my 95 civic dx has.

here is a few things you could try.

try using some gas treatment.
check for holes under your car (intake pipes) mainly caused from bottom'n out

you need 2 O2 sensors. one before the cat and one after the cat.

You need to figure out EXACTLY what that car has and doesn't have.
THEN you can get very accurate help. Has it EVER been tuned? Any CELS? Correct ECU? Chipped? What is the vtec crossover point? What is the rev limiter set to? DRIVING HABITS? 10 mpg is like 1/3 what you should be getting. Maybe someone practiced their tuning (dis)ability and gave up when the car lost 15 whp and then gained 2 on some dyno?

double check your exhaust manifold and gaskets, if you bought cheap headers they tend to crack at the collector, pulling air in between power pulses. the o2 sensor then reads lean and dumps more fuel in to compensate

Due to the OPs lack of writing skills, I have a headache from reading his posts and cannot help.

OP post some pics of the cat, throttle body and ecu.
