Honda Civic Glacier fusebox probs

I've been trying to locate a spare part for the passenger compartment fusebox (the one under the dashboard). It's been very frustrating, because suppliers of new Honda parts told me that the part has been discontinued - they said the part number is 38250-SR3-E01.
So, I've tried at scrapyards & carbreakers. I bought a fusebox from one yard, but my friend who is repairing the car told me it is missing a fuse for the horn switch. Another scrapyard told me that Honda released two Civics in 1995, one with airbag and one without airbag. The fuseboxes & ignition switches are different.
Can anyone describe to me exactly what the difference is?

Do you need the entire fuse box or just specific parts?
If the one you bought is missing a fuse for the horn, couldn't you just put a new fuse in? Or possibly grab the fuse from your current fuse box in our car even.
Here is the diagram from Honda. The part number you mentioned is number 10. That's the entire fuse box. Do you need all of it?
The listing in the parts catalog does mention two different steering wheels (SRS (airbag) and non-SRS), but the fuse box is the same for both. There is no mention of different fuse boxes being available for your EG3.
Here are all of the part numbers for your car. I can't tell you off hand if anything is discontinued or not. Your local dealership should be able to do that. But this might help you if you only need select parts. Plus it shows there is only one listing for the part number you were asking about.
