so the guy i bought this car from must've thrown it together to sell...its ridiculous, but I saw where he has black tape blocking off the high speed idle. any good reason why he'd do that? I'd have taken the tape off but i don't know why he did it, so could anyone shed some light on that for me?

You mean the FITV(Fas idle thermo valve) pic of block off ? you do not need a FITV btw.

that'd be it. i don't have a picture however. should it be sealed a bit better than with some tape or is it okay to leave it as it is?

I'd use something better then tape, you can make a block off plate. afaik coolant is supposed to run threw there so is it leaking ?

not that i saw...there's a spot on there where it looks like a hose should be, but i didnt see where it had been leaking
