NO - plain & simple...HIDs draw only 35watts (constant) after warmed up (which takes a few seconds) regular halogens draw 55 watts (constant) FYI some of those aftermarket blue coated halogen bulbs can draw 80-100 watts & MAY fry/melt the wire housing/clips
BTW don't even try HIDs in civic aftermarket projectors using h3's - those housings SUCK...been there done that (search if you like
