Default Hesitation Issue 99 Civic

1999 Civic EX 5 Speed, No Mods. 210K miles. So here's what's happening. When I first cold start the car it runs smooth with no hesitation. If I turn off the engine then restart it a little while later (like running into the bank), several minutes into the trip it will start to hesitate while shifting. Almost feels like the accel pedal is dead and the engine won't rev, even in neutral. It never stalls. If I wait a few seconds, while coasting in neutral, the problem goes away for the rest of the trip. The problem does not return again until the car is restarted warm. I did have an O2 sensor 1 bank 1 code two weeks prior to this issue that cleared on its own. Any help would be appreciated!

The wires, cap and rotor were changed about 25K ago. The plugs probably have 80K on them. I was planning on changing them. What's your though?

I want to follow-up on this post. So I pulled the spark plugs and evidently I put Bosch Iridium plugs in the last time I did a tune up. Well there was nothing left on the center electrode. I'm amazed the engine was running at all. I changed the plugs and it purrs like a kitten again with no hesitation. The O2 Check Engine light went out too. Lesson learned....check the plugs first.
