Help removing gas pedal

Help removing gas pedal
I'm installing jdm ek pedals in my em1 and need some help getting the gas pedal off. Looking at the pedal in my hand, it looked much easier than the clutch but I gave up.
I already have both the springs off of the pedal.
Haven't removed the cotter pin that holds pedal to the metal frame it's on but that is straight forward.
The problem im having is at the very top, where there is a black boot clipped into the pedal. The boot also has a cable running through the firewall.
I figured I just pull it out to the side because the new pedal has an opening that looks like a "C" but it didn't budge when I yanked.
Am I doing something wrong???
