Default help pass inspection

i need help with passing the inspection test so any advice is welcome.I have a 93 civic hatchback with a d16z6 cold air intake and a new exhaust syst. I try passing the first time with out a catalytic converter and it fail. I install a new magna flow bolt on yesterday and try again for the second time and it fail. The car fail in low speed testing 1.HC standard is 159 and current reading is 208 @ 15MPH, 2.NoX standard is1242 and current is1949. I pass with no problem at high speed (25 MPH) the inspection place said to run it for a couple of days and come back since its new, so if anyone had this problem please help. thanks

Change spark plugs and check the fuel filter.

I change the spark plugs already when i bought the a new disttributor i have not change the wires and the fuel filter thanks for the reminder.

Retard the ignition timing, works for me. There are also fuel additives that guarantee you to pass the emissions test, forgot what it was called though.

there might be another variant of this at your local autoparts store, this is the route my friend takes when he cant pass.

I'm running an sohc zc long block with all the y7 stuff (ecu, intake mani, dizzy, etc) because i cant afford anything else now while in school haha. Bought a new cat, didn't make a difference. Retarded timing, etc. didnt help. Check out craigslist, there is a guy in LA that passes anything for $150 and I think there is a guy in riverside too, like $260
