Default Help with ignition

Me and my friend took out his dash on his 96 civic DX and put it back in and it is not cranking.
There are like 3 blue connecters that we couldnt figure out where they went.

Does anybody have a diagram or something to show the harness for the steering column/ ignition and could somebody tell me where these 3 blue plugs go, theyre right behing the cluster and look like they would go to the steering column but we can't find out where.

Are they possibly the ignition switch connectors?

possibly, it just doesnt do anything when the key is turned.
