I will give that a try but i dont think that will work. 92-95 civic has a completely different style latch compared to the ef. I have a 90 civic also and it sticks like your friends. Any body else.

hood release cable is accessible under the driver's side front bumper lip - could be cut or jammed... try to move it by pulling on it. jack the car up.

i have actually already pulled the cable all of the way out from the cabin and then through the underside of the fender. it is just hanging from under the car and I have pulled on it with pliers still nothing.

Does the cable move at all when you pull on it, or does it not even budge? You could try jacking the car up, taking the bottom of the front bumper off ( the 2 bolts) and just bend it back so you could reach or atleast see the latch. The bumpers pretty damn flexable so it shouldn't break or rip or anything.

You pull the cable and have a friend pound on the hood a little with his fist right over the latch.

tried pulling the cable and pushing down on the hood. It didnt work. Looking from under neath there is a spring on the latch does any one know if it would relaease the latch if i took the spring off. Thanks

You are pulling on the metal cable, not the black sheath, right?
