HELP! B18B1 in 94 Dx Hatch - Wont Start

I put a new ground on the car and got it to actually start - didn't let it run because it still had a minor oil leak. Now when we go fix the leak, it wont start again. I try to jump any codes it has on the check engine light stays Solid and the SRS light flashes
Spark plugs are dirty and seems to have some oil on them.
Do i need to set everything back to TDC when i put a new dizzy on?
Hey guys just swapped in my new longblock and when i first got it started i found out the dizzy was bad so i went and bought a new one. Now with the new Dizzy installed it will not start. The original dizzy was bad because of the Crank Angle Sensor but like i said above it still started even without the map sensor hooked up.
If anyone has any idea's let me know plz!
** I hardwired in the Map sensor and still nothing, I try to start it and it wont give in. Jump the codes again and its still throwing #3 and #9 - so MAP and Crank Angle Sensor. Really starting to get pissed off seeing as I bought the new Dizzy for the Crank angle and I figured hooking up the MAP sensor would seal the deal. I have spark, car looks to be in Time, Fuel pump is priming...
What do I do?!

Sorry i realized i didnt put all the info i needed.
*fuel pump primes, and there is spark. no cel codes that show. As far as mechanical timing what do you mean?

The belt must be installed with the cam and crank perfectly set at TDC1 and then tensioned. Rotate the crank a few revolutions (turn only counterclockwise) and then position the cam pulleys perfectly at TDC1 as shown in the diagram. Post a picture of the cam pulleys and of the pointer position with respect to the TDC1 white mark on the crank pulley.

Start with the basics. Check if the timing is on, like already mentioned. If that's not the problem do a basic tuneup. Start by changing your spark plugs (I suggest ngk). You could be getting spark but you could still have bad plugs. I randomly ran into this problem a few months ago and I couldn't figure it out. My plugs were bad. Something to check since they're cheap.

Still throw Codes #3 and #9 for MAp and Crank - So even if i try to reset the ecu by unhooking the battery this will still come up? Im trying to figure out how to hardwire in the Map sensor as I speak...

Iirc, OBD2 motors have the crank angle sensor mounted on the block near the crank instead of inside the distributor like OBD1 motors. Are you using the engine bay harness from your DX or the one that came with the B18B?

The block is a 93 i believe, and im using the sohc non-v wiring harness.

And the distributor you purchased was for an OBD1 DOHC VTEC motor? Don't forget that wires have to be added to the harness you're using since it never had VTEC.

Lulz, my bad, thread confusion. Well, I'm not positive on this, but since the B18B1's life ranges from 94-01, it covers OBD1, OBD2A, and OBD2B. It's possible that you have an OBD2A or OBD2B distributor when you really need an OBD1. I think there's differences even though they might still plug and play with your 94 harness, some of the wires may need to be switched around?!?! Do you know the year range of the distributor you purchased and what year Integra the B18B1 motor is out of?
