On my projector headlights on my 97 civic converted to 99 I want to be able to have both the dim and bright on at the same time any info would be great. Deer country is killer!!

Maybe it would make the headlight housings get too hot? IDK. I would say get fog lights and run those along with your low beams.
You could make a new harness using two switches and relays and run your headlights sorta like you would fog lights. One switch to turn lows on, one for highs and then you can have it exactly how you want. I just wouldn't go hacking up factory wiring. Get a couple headlight plugs from the junkyard and make the new harness removable so if it's a failure you can just plug the old harness back in.
I would probably wire the switch power for the relays to somewhere that would turn off when you turn the ignition off so you don't leave the lights on when the car is off.

I have held both on at the same time for a long time doesn't seem like it will be gettin to hot yet atleast. I plan to change my H1' to LED anyways so that will help alot. I'm just tryin to figure out a way for when I hit the brights that my dim stay on.

I would do what thumper said. If you were to rewire the highs and lows to be on at the same time even though they're on sepperate circuts, they're on the same switch and that may overload the switch and burn it up or melt it. You could try looking into wiring and switches on the DC/DB Integras, the lows stay on with the highs. Hell, they could be the same for all I know.
