Headlight flicker and gauge bouncing

Headlight flicker and gauge bouncing
I have an issue with my 98 Civic LX. the Headlights dim and get bright and dim and ect ect, It also has an issue with the MPH gauge bouncing and the fuel pump is noisy when in run but engine off. I have searched and searched. Nothing. The only thing I found was on our Mitchells on demand and it was a TSB regarding the voltage regulator thing in the fuse box.
Any ideas or help? Grounds are good, battery is good, the only thing I have not had a chance to cehck is the Alt.
Thanks,
Craig

Re: Headlight flicker and gauge bouncing
I would definitely check your alt... just disconnect the negative cable while the car is running. If it dies then your alt is bad. Just a quick check....

See CEL sticky at the top. Pull the codes and then reset the ECU to see whether any return while driving.
I'll assume 7.5A dash fuse 15 was blown, so also click the fuse 15 TSB in my signature.

Ron, I just repaired the dash harness and replaced the main harness in the engine bay. There were a few burned up wires in the harness, and Ill assume it is related to the TSB you have in your sig. I got the car on the cheap from a guy who didnt want to throw the time into it. IT was the 7.5 fuse for the Alt in the under dash. Ill also check the fuse for the dash, allthough all other things are working.
I have an RPM hunt, along with the CEL so I am going to assume it is something in either the TPS or the IAC (Could just be a vac leak also) but I am gonna pull the codes with my scan tool after work.
I also checked on Mitchells and the first thing they list is if the steering wheel lock is screwed up, it can cause the tranny shift lock to not work. I got that to dig into also. In hind sight, I probably should have just replaced the dash harness also, 40 bux shipped on ebay. :/
Thanks for you help tho bud, Ill deff check those out.
