Guage/Climate Control Light doesnt come on? Checked Fuses

Guage/Climate Control Light doesnt come on? Checked Fuses
I have a 97 Honda Civic DX and the guage cluster and Climate control light doesnt Light up. I checked all fuses and none of them was bad and is the proper fuses. What else can it be? Is there like a relay that controls that too?
