It is grounding out somewhere, thats what causes the fuse to blow. The circuit gets to much of an electrical current running through it and the fuse then blows as a saftey precaution not allowing the wires to short circuit. Read the panel cover for the fuse box and find out what fuse 19 controls.

have you screwed anything down in the hatch area or in the car anywhere ? do you any rust in an area that mighr be by a wireharness ? there are so many things that could make that happen. what have you changed since recently or is any of your acc. hooked up to that circuit gone bad ? could be a light bulb in your gauge cluster or any light on that circuit I'd get out the muti meter and start checking wires for contunuity to ground and inspecting the wire harnesses for exposed wires and look under dash for exposed wires you never know who did what before you bought the car I see your iowa i have a 95 ex coupe i'm parting out let me know if you need any parts
