Default Funky belt noinse from a stock '99 DX - Any reputable Chicago area Honda dealer?

I have a '99 DX - bone stock. And, it's been making a funky belt/engine noise for the last few months.

1. It seems to come from the power steering pump. It makes the car sound like a tug-a-boat.

2. Idle sometimes drops to < 500rpm and sometimes it stalls.

I need to get these two things checked out...

Any recommendation on which Chicago/Naperville area Honda dealer(s) to take the car to? Thanks!

belt could be loose.

If you remove the PS belt (loosen two bolts -- pretty easy to do), does the noise and idle problem vanish?

I have tried tightening the pulley... but, the noise is still there.

I have not tried this yet. I'll try this out later today. BTW, idle & noise seem to be not related to each other. (low idle only happens once in a while... noise, on the other hand, is always there.)

check your fluid. it might be low. Also check the belt to see if its worn. Its better to replace it than tighten it if its crack. Dont want a belt to break on you. or spray some belt spray. Get it at any auto store for like 4 bucks.

Regarding the idle problem, is the CEL ON? It's obvious, but have you tried cleaning the IACV? Are the plugs, wires, cap, and rotor in good shape and is the ignition timing set to spec?
