Default foglight problem 96-98 civic

purchased a set of the oem fogs for a 97 civic from weksos and they worked great until last night when it rained.

i tried to use them today and they dont work. i checked all the grounds and they are fine. then i opened up the fuse for the foglights and the cover had water in it from the rain. i took the 15A fuse out and it was blown. i replaced it, turned the foglights on, and again the fuse blew.

i rechecked all the grounds, and even redid them, replaced the fuse, and it blew once again. so the fuse just keeps blowing everytime i turn the foglights on.

what could be the problem? the water in the fuse box thingy for the foglights is screwin everythin up?

any help would be appreciated please thanks. if i missed it in the search then mah bad

Well on my uncles eg the fuse kept blowing because he plugged the plug in the wrong slot under the dash. But urs might be because it got wet and went bad. Have you tried getting another fuse box from someone else and trying that out?

the fog light kit has an external fuse on it, a 15A one. the ones under the dash and in the engine bay are all good. rechecked wires. all good

i experimented and took one ground off, turned on the switch and heard the relay click. then as soon as i touch the ground to the spot, i heard a click and the fuse pops. i dont know anyone else??
