how do you install that part? the screw that is. how do you make the hole and what does it screw onto? thanks for the help i really need it

that screw, screws into the backing of the foglight. my screw for my 99 ek4 doesn't line up and so i just got new screws and washers and nuts to pull it tight against the bumper for a clean finish.

i think im gonn have to do the same and just screw it on to the bumper right? because mine is not lineing up either and its not looking that good
