Default fluctuating gauge cluster

hello everyone, i have a 00 civic hb with a b-series swap. i am currently using an obd1 ecu (harness odb2b to obd1) my issue is that my gauage cluster will fluctuate from bright to dim when i drive at night...the longer i drive the dimmer it gets...so far i have replaced a new battery and new alternator(during the swap) can anyone help me? i have tested with a dimmer switch from a friend car...but still no hope...

i would like to add, when i am driving i notice the light will get a hair bit brigther during 3500 to 4000 RPM

sounds like a ground wire problem. double check all your grounds, make sure the are right. if that checks out, then i would consider about replacing them.
