First, low idle.. now no start.
A few days ago, my car (Engine- OBD2 JDM GSR w/ OBD1 P28 ECU) was idling very low (400RPM.) I tried to start it the next morning and nothing. After the first crank it just stops.
I did throw a code with my P28, but I am unsure how to check it. When I plug my cheap scanner in, it doesn't connect with the ECU. However, when I installed my OBD2 GSR ECU, I only get one code, Vtec Solenoid which has been disconnected and I got no other codes. I'm stumped.
I do hear the fuel pump priming, and I checked battery voltage and got 12.3volts.
I did change my spark plugs today, the old ones had normal tear on the old ones. And wires are next.
Any thoughts on the next step?

You would need to drive awhile with the OBD2 ECU to be sure it's picking up all of the codes. You should be able to follow the OBD1 CEL procedure with the OBD1 ECU. You would have to reconnect it and then drive awhile for that ECU to pick up the codes again as well. Make sure the clutch is letting out and check the grounds.

I think the issue with not being able to read the OBD1 ECU might be because of the OBD2 harness and conversion harness, right? Any grounds off hand you think I should check?

Check the valve cover to body ground, the thermostat ground and the battery ground strap. You can test the resistance between bare metal on the valve cover or thermostat and the battery negative post. There should be zero resistance. Of course, cleaning the grounds is never a bad idea whether they are the problem or not.

I checked out the youtube and it is cranking, just not starting. Are there any times where the starter doesn't crank at all or does the starter turn it over every time, just without starting?

I use the paperclip w/ the OBD1 ECU (stepdown used) and just read the flashes. I have a CEL right now myself, gotta get around to reading it.
I'll ask my boy, he's a bit more knowledgable with these mystery issues.

Check the air and fuel filters. See if priming the motor a few times helps it start at all. Even if it doesn't completely start, post if the priming helped.

No, I've never had any issues with the starter before. Up until this, it has worked perfectly.

I tried to check the obd1 cel and my cel light never started blinking. I could have sworn it was on the day all this happened.
EDIT: Howevery, my SRS light was blinking because I never reset the system, after installing a new steering wheel.

You'd have to get the ECU to pick the code up again since you removed and reinstalled it. Alot of codes won't show up until you run the motor long enough for the ECU to detect a problem. Some codes won't pop up until the engine is at normal operating temperature. Every time you disconnect the ECU from the battery, you should assume you'll lose every stored code.

First I would make sure your timing belt is still intact.
Once you know the belt is there and motor is on time I would move on.
Double check your grounds.
V/c, thermostat ground, and transmission.
Make sure your are hearing main relay click which will prime the fuel pump.
Watch for the Cel to turn on and turn back off after the main relay click.
Fuel pump prime.
Once that checks out I would make sure you have spark.
I've noticed overtime that ususally no start conditions after running ok usually result in a bad coil/ignitor. (distributor)
