Fan Problems?

Fan Problems?
Greetings, Hoping the pros can help a fella out here. I have a 95 Civic that I believe is have fan issues. I have owned this car for 10 years with no problems whatsoever. Have kept it maintained as well as possible.
Recently, I have heard one of the fans kick on while sitting at a light. This is even in cooler weather. I was educated recently that it has two fans. I just recently started to do my own oil changes and noticed that when first starting the car no fan comes on but after a while one will kick on and shortly thereafter will stop. This fan is the one I'm hearing while sitting at a light for a long period of time and in the ten years I have owned this car never heard it before. Isn't at least one fan supposed to be on all the time?
Also, the temperature gauge has recently started to move go up slightly and then back down. Any help would be greatly appreciated. Thanks.
