engine problem. please help

engine problem. please help
i bought a 1992 civic vx with 350,000 miles on it. (it was an old guy that was the original owner) the engine smoked so i put a d15b with a vtec head and an 1995 intake manifold. i also put in a p28 ecu. i got the car to start but it revs constantly. when it starts it revs to 2thousand rpm then falls to about 1000rpm then revs up and down between 1000 rpm and 1500 rpm. what could be the problem? i am planning to boost it but i want to work out the bugs first and get it to run properly before i move to the next phase of the project. any help would be appreciated. thanks

It could be a ton of problems Vacum Leak, IAC, etc.
try swapping out the throttle body, maybe use the original one
Also do you plan on boosting the motor that has 350k on it? Ive never even seen a honda with that many miles on it....
