Default ELD, Fusible link, fuse box. Help Appreciated

hey guys so i came around a corner at 40(gotta love ST sway bars), and get a CEL, pull into work pop my hood and discover that three of my 2nd O2 wires are melted and grounding out on the 1st O2 sensor metal casing. The speedo is irratic and doesnt work (bounces irratic). the clutch slips when taking off(auto).
ELD is something i found for the code 1298.
other codes were 135, and 141 for the O2 sensors which explains themself.
in my haynes manual i looked up how to test the ELD and it says keep ign on and test green/red~4.5-5v. checked that read good. Test the black and white power wire for battery voltage. that read out to be .5v

This is the 3rd time this has happened to my car and i took it to a mechanic, they said it was the fusible link.
As you can guess i dont want to pay for a stupid fuse again so if anyone has any ideas of where this is that'd be great. Otherwise if my ELD(fusebox) is toast does anyone know where i can get one, or how much they cost from a dealership?

ANY help is greatly aprreciated as im trying to sell my 97 hatch because i hate auto trans . Thanks!
