EJ8 Seat Belt Chime/Light

Hello All,
I have an EJ8 (96 2dr EX)
I've recently replaced my seat since it had a rip it in.
The seat belt light/chime hasn't worked in a while (not sure if it was before or after i changed the seat)
The connector under the seat IS plugged in.
Any help?

No, ill check them now.
Lights on reminder works,
Key In reminder works, I THINK
and Seatbelt does not.
How do I know which fuses are 43, 30 and 25?
The picture doesn't work thats in the FAQ saying which #s are which

do i ground the wire on the seat or the one that comes from under the carpet TO the seat?
ps. grounding a wire just means splicing into and taking like a paper clip and touching bare metal?

Yes, I spliced the red/blue on the harness side, the piece that connects to the seat.
I took a paper clip and held it to the exposed wire and then touched the metal frame (all while the car was on).

Did the seat belt light in the cluster turn on? Does it ever turn on?
Does the ceiling light work?

Honestly, I don't even know how to use the multimeter.
But this is what I did.
I set the car to ON (II), I put the multimeter on V.
If i touch one side with black and one side with red, i get .000
If i touch the red probe thing to the fuse test tab (either side gives same reading) I get .010
I i touch black (either side gives same reading) I get .006
I also removed the fuse while car was in ON(II) and some of my cluster lights (oil light, brake etc) went out (batt stayed on thougH)

Seat belt light DID NOT turn on, it doesn't turn on when I turn the car on either.
Ceiling light works.
Door Open / Key in reminder works
