EG's with B16 swap in California, need your help with laws!
Long story short, I've moved away from California since 95 and as you can guess, I'm not very aware of all the rules regarding swap motors. I just hear stories here and there and know the basics. But I'm looking to purchase a Civic EG with a B16 swap tonight. Visually, I can tell the car comes with a stainless 4-1 header and skunk2 intake mani. The questions I have is:
1. With this setup I just mentioned, I wont pass smog right?
2. If the owner cannot provide the VIN number of where the motor came from, will I run into issues when registering it under my name or when the state ref inspects it?
3. IF, I was to swap the Skunk2 out for a stock intake mani, the stainless header out for a stock B16 header.....WHAT EXHAUST WILL BOLT RIGHT UP TO THE B16 MOTOR WHILE STILL COMPATIBLE WITH THE EG CHASSIS?
4. How often do you have to smog in the state of CA?
Please, if anyone can help me out, I would greatly appreciate it.

Its my understanding that if the aftermarket parts have a CARB number then they will pass, but I am not now, nor have I ever been a resident of California. I can tell you it must have a USDM P30 Del Sol Vtec ECU, and all of the emissions equipment must be hooked up and working.
Possibly, but be aware that if its a JDM engine there wont be any VIN number anyway.
DX and Si stock hatch stock exhaust bolt up perfectly to a stock B16 exhaust manifold (and should bolt up fine to an aftermarket header designed for a B16A.)

Thanks to both of you for helping out. The owner said the motor came out of a 00 SI here in the states so he better have a VIN number.

To add to this.
The swapped in engine needs to come from a same year or newer car. Older engine in newer car is guaranteed fail.
You must swap over all emissions related parts from the donor car.
You can talk your way into using non CARB EO parts, if the stock part won't fit in the new chassis. There's leeway there, and not all refs will be very nice. For example, if the stock exhaust mani won't fit in the new chassis, you can use a custom one, but I'm not sure on the full process for that.
Your emissions will be measured against the requirements of the donor car, and not the requirements for the stock motor.

Interesting. Thanks for the info. I also got more info as well from other forums.
I've been told that I have to replicate the DOHC Del Sol as much as possible. That means, if I cant find a stock DOCH Del Sold intake manifold, I'll have to tap a B16A2 intake manifold so that I can mount the evap purge solenoid there.
Does anyone know right on the top of their head what car comes with the USDM P30 ECU?
