Default EG A/C question

I recently picked up a 93 eg 4 door and have been trying to get the ac to work but have had no luck.The compressor wont click on at all when I turn the a/c on with the control panel.The things I have checked so far are:

I directly wired the compressor to the battery and it came on and blew cold air so I know that works.
the a/c system is fully charged
I checked all the fuses under the dash and hood
I replaced the 2 relays next to the drivers side head light with good ones

Any help would be highly appreciated.Thanks in advance.

Maybe check the ground but I m really not for sure

yeah I was thinking that also but don't know where all the grounds for the a/c are.If anyone knowhow many there are and where they all are please let me know.
or if anyone has any other ideas of what it might be please post.

I am at a loss but I am having the same problem except mine comes and goes. I have a mechanic looking at it right now. I told him to bypass anything he could without compromising safety and just add a seperate switch. I'll let you know what I find. I did the relay swap also but I was thinking that there was another relay. Mine is a 92 civic. I don't know why they go through so many relays anyway. The only thing I was thinking is that it might be set up so if you turn on the defroster that the a/c comes on at the same time. I can live without that.
