Default ECU Codes: 14, 95, 91

Working on a friend's 96 hatch with a B16A2 installed, he couldn't get it to pass emissions. It's throwing several codes, most of which I know how to deal with, but I thought I would ask a couple questions.

The car has an OBD2B wiring harness installed it seems. The harness plugs directly into the ECU which is a 99-00 Civic SI spec P2T.

Code 14 - IACV. Present and seems to be working, car idles great. Any reason for throwing this code other than improperly wired up?

Code 85 - ECT. Sensor is there and plugged in. Temp guage moves normally. Any reason for code other than not correctly connected to ECU?

Code 91 - Fuel tank pressure garbage. Ran into this with my 97 hatch, resolved by using Del Sol SI ecu. Has anyone come up with a definitive fix for this?

Thanks a lot! Thoughts are appreciated. Please don't respond if you don't know what you are talking about.
