You need to adjust the e-brake cables. Remove the console right there at the e-brake and adjust the bolt(s) until the e-brake is engaged after about 4 or 5 clicks. Simple as that!

if you have drum brakes you probably need to adjust them to fit the shoe pads closer to the drum.

They should be self adjusting.

The self adjust mechanism (clevises) for the rear brakes commonly seize up. To fix, they must be removed, cleaned, and lubricated.

what if i have disc brakes front and rear. i pull up on the handle all the way and it still rolls on a hill. i have tightened the cable as tight as it can go.

keep in mind the roll is slow - the car acts like it's almost going to stay there, then rolls slowly.

does this mean my brake cables are stretched?

thx

How steep of a hill or driveway are we talking about?
Any extra weight on the car?

I always put it in gear when i park on a hill (not being a smartas) so for all i know my car will do the same.

True story:
This one time i ran outside cuz my alarm was going off.
Only to find no thieves or broken windows or vandalism.... But my dad's geo metro was completely resting on the whole pass side of my hatch

Turns out this geo had the same problem as your car, and my dad didnt put it in gear
