Driverside window washer arm not working right.........

Driverside window washer arm not working right.........
As stated, the driverside window washer arm doesnt move hardly at all, even when at the top stage and the passenger side is catching it on its way back down. Then they're stuck together.
Also, the passenger arm wont move when its not in use, but you can move the drivers side back and forth a little.
Should I just try getting newer blades that are small enough on drivers side that the passenger wont catch it. since I need to anyway, or is this something of bigger problem.
