Default Does This Sound Right?

I know a guy that claims he runs mid to high 13s on drag radials with a b16 in a 93 dx hatch. We live on sea level and it is hot and humid here. Anyways, I was woundering if this was possible. Also the power steering & A/C was taken out and the car is gutted behind the 2 front seats. Weighs in at about 1980 lbs. Here are his mods...

95 JDM B16a with 10.7 compression
7lb Fidanza Flywheel
Clutchnet Clutch Stage 1
Port & Polished Head, intake maniford & TB
P28 with Skunk2 Program (vtec 5700 & rev limiter at 8500)
GSR Front brakes
JDM 4-1 header ported out
aem cold air
HP Racing springs
Apex World Sport test pipe back exhaust
UR crank pulley
Aftermarket Fuel Pump

So with this setup he will run consitint mid to high 13s on drag radials?

If he wasn't making at least 13's something would be wrong.
