For no cost? Um..... do you have parts at home you can use? If not you can tint the windows and that is about it.... Rims and tires cost money, as well as springs and coilovers..... what price range you lookin at? It also helps if you know people too. I wish I knew a painter! LOL

Everything cost money, even paint. Don't paint things on the outside or inside of your car. It usually turns out bad. Check out the del sol thread in the appearance section and get some ideas.

washing the car and making it shine might be the cheapest mod, imo.

i like your idea of selling the hood for some parts
