Icon2 D16Z6 Low Rev Limit and No VTEC Kicking

I've got a 94 Civic EX with a D16Z6 and I can't rev past 5.5K RPM and I know that the VTEC kicks around 4800 RPM but the VTEC doesn't kick in. What's causing this to happen? Do I need a new dizzy and VTEC solenoid and/or gasket? Let me know what you think this is. Cause I feel like I'm losing a lot of power cause of this.

you probably have a check engine light and your ecu is preventing you from beating on the motor to prevent damage

Yes, if the computer thinks it's that serious of a problem, it knows not to add hp to an already bad problem, or so it thinks.

Not sure about your RPM problem but the Vtec not kicking in issue can be caused by the CEL if its on, low oil, or it could be the Vtec solenoid. I had a problem with my Vtec and it turned out to be the solenoid. Oh and your engine has to be warmed up a bit for vtec to kick in I believe.
