Default D16Y8 timing question...

So, I tossed in a rebuilt motor on a 99 ex. All I got was a block with a head installed already. I swapped all accessories and set the timing. After all said and done, I am left with the following compression #'s"

#1 - 122
#2 - 118
#3 - 11
#4 - 88

After this test, I realized that my cam timing was one tooth off. I moved the cam clockwise one tooth and put back together. I am left with the same compression #'s, and still has trouble trying to start.

Is it possible that I bent some valves being one tooth off on the timing? Initially, I did put the motor through several revolutions by hand to ensure there was no interference. I don't know what to think other than bent valves or bad rings...
