D16y7 timing belt

Default D16y7 timing belt

I am replacing the timing belt in my 2000 dx and I am having a problem with the timing marks. I lined the cam gear up with the two little arrows and the crank gear is lined up with arrow on the block.I put the front cover on and the balancer mark (TDC)does not line up with the pointer on the cover.Well I put it together and it pings real bad going down the road.I took it back apart and when you put the cam marks on the line up marks the crank gear mark is off now about 1/4" from the arrow. Has anyone had a problem with mismarked tdc on balancer or could the outer ring moved? Why would the marks on the crank and cam be lined up and then after running the car they are off. I did the tensioner procedure and the marks were ok but changed after running.I am lost on this one, any suggestions will be greatly appreciated. Thanks,Charlie.

key-way in the crank pully?

Yes , the key way is in the gear and the balancer key way is in place.
