Take it to the casinos, double your money, and piece together a turbo kit. Otherwise, you won't find much else that will be worthwhile.
EDIT: Sorry, I was thinking with a closed mind. Some good suspension would be good for you. Do you have any suspension upgrades?
What could be a good thing to look at would be good combo of shocks and springs, if you don't already have those.
Or, well within your budget could be a full set of strut/tie bars for some stiffer handling.
Hm, what else is there?
Oh, if you have no wheels, or shitty tires, you could upgrade those.
Ultimately, these are just suggestions to get the ball rolling for you. It's up to you what to do with your money, don't let us tell you what to do with it.

You EJ2 looks fine, I would do what Blackout suggests and possibly save up for a turbo. Keep in mind if you want to be BAR legal you will need to have about $3k for a good CARB legal set up. Or you can also hunt down a B181b swap in the Nor/So Cal marketplace and drop that in. It will give you 140/125 hp/tq, which is more than you have now and enough to make a noticeable difference.
