if your VSS is not sending a good signal the cruise will not work.
figure out your speedo problem then worry about the cruise.
check the condition of the contacts in the VSS connector on the trans first, it's a common issue.

you might just wanna gt a new speedo and it might work. if your saying you speedo is a little jumpy.
