crappy gas mileage..how to make sure VTEC is working?

Default crappy gas mileage..how to make sure VTEC is working?

So I have a '94 EJ1 with a JDM D15B in there. The engine was swapped in by the previous owner. First I'd like to know, how can I make sure VTEC is wired up and working with this engine? Might ba a dumb question but I'd just like to make sure. I searched and it seems like hot wiring it would do the job, but how do I do that? Also, when does VTEC engage for my engine? And second, I'm getting really low gas mileage..like between 22-25mpg and I don't really drive aggresively. Anything that might be the immedate cause that anyone might know, or is this gas mileage pretty normal for this engine?
