Couple simple questions:

1) Will a 99-00 Si front bumper fit on a 1996 Hatch?

2) In said '96 Hatch, where and how does the ECU mount in the car? Currently mine is hanging out on the passenger side floor.

1) No, in order to fit, you need a whole 99-00 front end (hood, lights, fenders, grill and bumper)

2) It bolts to the passenger side right under the kick panel.

Got a picture? I figured that is where it goes, but I can't figure out how exactly it bolts in there.

Don't have a picture, but if I remember correctly, there should be like a pocket or bracket where it mounts to.
