I have code 9 as well. Setup is basically a poorman's ITR in a 90 hatch. Converted to obd1, running a chipped p28. Didn't have code 9 when I had the obd0 b16. I also have a new distributor from Distributor King, but I have been hearing bad things about them. All I changed for wiring was the plug on the harness so I could plug in my obd1 distributor.

I am also getting a code 9 from the obd1 jdm d15b vtec i just put in my eg. was getting no spark so i replaced the distributor. cars runs fine now but it is still throwing a code 9.

I have a d16y8 its throwin a P1381 code which is Cylinder Position (CYP)Sensor Intermittent Interruption now i have had 2 dizzys from previous CEL and that wasnt the problem so i put the other one on since it should be fine and put the neg to the battery on a ground and reset the code popped up right away now someone said wiring where should i even start should i open a dizzy up and see or should i check the connector to the dizzy connector or what? HELP ME PLEASE!!!

Same problem in my 95 gsr I also have a loose timing belt. Did you tighten yours yet and if so did it help? Or is that even a possible cause of code 9. Only does it at part throttle around 2000 rpm.

Sorry to bring the thread back from the dead, but I've found a fix that may be of help to others.
I have a USDM P91 which is throwing a code 9. I bench tested it with a Moates.Net Engine Simulator so I knew the fault was NOT a dizzy related problem.
Firstly, I was just fiddling around having a look and I decided to to connect a main capacitor to pin's B11 and B12 to help 'smooth' the signal. What do you know ... the problem disappeared!
Then I knew it was a signal issue, so I traced the pin B11 on the underside of the board which lead to a ceramic disc capacitor marked "102" at 'C4' on the top side ...
I replaced this capacitor and it now works perfectly.
Short version:
Trace pin B11 to the first capacitor you come across and replace it.
