Climate Control Fuse?

Climate Control Fuse?
Hi everyone,
1994 Del Sol Si.
As you can see, with the key on the "ON" position, and the headlight stalk rotated one click (parking lights, instrument gauges, etc), the instrument panels work (red 74 bulbs), the clock dims, the radio works, but the climate control doesn't. You can, however, see the green light - the light on the air flow buttons. I can confirm the fan dial works, the AC works, the button works, and the recirculate air works. Everything works, except for the lights.
I checked EVERY FUSE on the fuse box (including fuse #19) on the driver's side. Is there a fuse that I don't know about? I read about replacing the dimmer control on the Civics - but mine is integrated into the gauge cluster... so I'm guessing that's different.
