Not the same, size and shape of front end parts differ from 96-98 to the 99, 00. Search I think username: NOFX made some good posts about these sorts of things.
Also don't fake the funk w/ the CTR grills; the 96-98 versions are a 3 piece grill and the replicas are usually 1 piece and do not look too good.
